for launching projectiles of some kind.
If the two screws are supposed to stick up like that then it suggest some kind of mount points for a elastic band?
I'm sooooo bored I'm thinking too hard about this.

Well, there is what appears to be an elastic band
on the far left downwards peice of wood. And the frame halfway up might suggest it's there to guide whatever projectile it is launching
