Personally, I've never ever smoked a cigarette. Lung damage from pneumonia put me off.

could they also consider that, as I don't drive, perhaps they would like to switch off their engines whilst I'm walking through the town.

...The smoking ban doesn't stop you lighting up in public. It stops you lighting up when doing so inconveniences or endangers others.
When it comes to not driving in towns... that seems like a good idea, too.
