When i get bad customer service in cafe or restaurant I never complain.
I just sit and mutter a bit then take petty revenge by stealing something from the table like the salt cellar or a spoon or a saucer.
Then again, i'm sure we all do that. Perfectly normal behaviour.

My friend got shortchanged by an indian restaurant late one night (I was sat across from him)
He decided to compensate himself by relieving them of a salt pot, pepper, a squeezy dodgy takeaway ketchup bottle and a plate which he tucked under his shirt. The plate was a good swipe as it proved to be practically indestructible.

Why don't you just underpay?
They'd have to pursue you through the small-claims court to get any more money from you so it's doubtful they'd bother.
Remember, it is not theft to underpay a bill in a restaurant but breach of a verbal contract.
Of course, should you underpay you have to either haggle them down or give them your contact details but if you want to make a statement then it's probably a better way of doing it than petty larceny.
