To Inglorious_OtherDark matter is inferred from the gravitational attraction between galaxies, which is much stronger than can be accounted for by the visible matter. It has nothing to do with the start of the universe which had no mass requirement, and in fact no mass until about 10^-33 seconds after the big bang.
