I've watched it three times now, and each kid gives as good as he gets. They start fighting because the black kid won't give the white kid's ball back. Then the white kid kicks the black kid's car, and it all kicks off.
There's nothing AT ALL to indicate that they start fighting because one's white and the other's black. You're obviously trying to see racism in a situation that contains none.
