Well, it's a kind of a dodge, really.
Part of the way that the English language and grammar have been defined haphazardly over the years.
Someone decided that it was a rule that all words had to contain at least one vowel.
Someone else pointed out that many didn't.
So y becomes an occasional vowel to cover.
