Yes, but that's like saying "I'll be 34 tomorrow" which is technically true, but I've never heard anyone say something like that without it being their ACTUAL birthday.
The point he was trying to get across was that his birthday is 9 February. Which starts at 00:00 which means that it is now his birthday.
