Everything is legal in the Netherlands!
Asbestos is only banned there if you powder it and make a whore snort it off another ones arsecrack.

Try Annex 1 of Directive 76/769/EEC on dangerous substances and preparations.
From January 1, 2005, the introduction of new applications of asbestos cement materials, friction products, seals and gaskets is prohibited.

i've read through that
it's whether the dutch still import and export asbestos gaskets or would have put them on an american ship when they were in dock.

I'm not even sure if import/export isn't still legal. That's the limit of my help, I'm afraid.
