Scrap parliament
Select 100 individuals at random from British citizens, let them run the country for 4 years at a time. For that time they'll live in halls of residence and have their food and clothing provided to them (like prisoners). Their families will receive a modest salary.

And each time someone is voted off, they're shot. At the end we're left with one person, and they get to become a Lord.
