They didn't believe the county would fall this quickly, especially not Kabul. Also, if they'd evacuated all non-military personnel it would have been a massive vote of no confidence in the government, and would have undoubtedly been blamed for the subsequent collapse.

war is a money-printing machine for the powers that be and they wanted it to go on forever

why else would they have made no effort over the past twenty years to make a coherent country out of Afghanistan, which is a bastard agglutination of unconnected tribes to begin with? You can't appeal to national identity to make Afghans reject the Taliban, because they have no concept of national identity; only tribal identity.
