This would be a very handy prison weapon, gardening tool, or clay modelling tool, but it is not an ice pick.
The pictures show you how to stab yourself through the hand. Do not do this.

These days we have ice cube tray technology, very advanced stuff, with no need for melee weapons. If you really need to break up some ice, wrap it in a tea towel and smash it against a hard surface.
