Only because some local officials decided to break the "rules" and allow AP photographers and others in to restricted areas.
There are many reports from pretty reliable sources about this -
Newsweek
Houston Chronicle
and many more
Some newspapers and broadcasters are not heavy on the topic because BP is a major advertiser.
