the passports get redesigned every five years and £500m is the value of the 10 year contract (passport office is also funded from user fees, not from govt.)

So the contract will get renewed in 2019 (and probably given to De La Rue again) and they'll have the option of changing the colour (current colour was never compulsory, it was a voluntary guideline)
