It's a veiled satire
May's position is "up in the air" although, in reference to her feet, she considers herself "on point". Phil, at the back, just pretends to be a "bit short" but is very wealthy thanks to dodgy dealings. The dog represents the common Brit - doesn't have a clue what's going on, is looked down on by the Mays and will soon have to eat dogfood to survive.
Also, if you watch the animation long enough, you'll start hearing a "vrommmmmm" hum noise and it'll go viral as Twitterers say "OMG I heard the hum too!".
