but that depends on if you mean cd quality as in you want to make it sound as good as the original CD.
However, it is perfectly possible to turn any old crappy sample of any bitrate and compression into 44100hz, 16bit, stereo sound. It'll still sound just as crap, but it will be stored at CD quality.

Well...
I meant I've got a load of mono/stereo blah blah blah - that I want to chuck onto a CD at 44khz stereo.. Not too mithered about the *actual* quality..

do a program called "Batch Converter 5.0" which is pretty good for automated conversion.
Its not free*, though.

use Nero
just shove any old wav/mp3 etc. onto an Audio cd, and there you go
if you don't want a cd, just quality, use Lame or something
