but that depends on if you mean cd quality as in you want to make it sound as good as the original CD.

However, it is perfectly possible to turn any old crappy sample of any bitrate and compression into 44100hz, 16bit, stereo sound. It'll still sound just as crap, but it will be stored at CD quality.

if you don't want a cd, just quality, use Lame or something
