Programs like Flash use vectors, where it'll say "here's a line and it's this shape" and then the program will render the line to the screen.
/nerdy type explanation
vector type images are usually drawn in a program that can handle vectors, and usually with the number of colours simplified, so you tend to get blocks of solid colour.
I'm not good at explaining things, but I basically made that cause I'm fed up of only ever see people do vector pictures of faces.
