no the US is more like this:somebody develops a new weapon, the US condemns it, and starts a worldwide campaign to stop its use. Then the US invades countries it doesn't like and claim they are using it, and then doesn't sign the treaty for not using it that it started in the first place.
The Republicans say it's unfair to the American manufacturers to stop them prodicing the new weapon, and the Democrats say we need it to help poor countries.
