
but a lot of graphics programs don't compress them well; have a look around for a program called 'pngcrush', which should find the best compression for any given PNG file.
Edit: Incidentally, I managed to reduce the file size of that image by about 10% with it.

GIF does on/off (one-bit) transparency and 8-bit colour, and can do animations.
For the default settings of each format, a GIF will be smaller; however, for larger images a PNG will compress the information of a static GIF better.
