...no. You could argue it's a spin-off of Half-Life 2, since they've put them in the same world and they use the same engine, but it stands on its own story-wise.

the stories intermingle to a fair degree - there's a few nods to black mesa (half life) in Portal, and Aperture Science is set to feature prominently in Half Life 2 ep 3.

Not disagreeing with anything you've said, but I wouldn't call it a spin-off of Half-Life 2. A spin-off of Narbacular Drop perhaps, but I doubt most people have played that.

In fact, after playing Narbacular for about 20 minutes I ran into town and tried to get Orange Box, failed, then realised I get buy it on Steam.
It's the only reason I boot my macbook into Windows lately.

It's Half-Life 2 engine and is a very vague tie-in with Half-Life 2, it's hinted that they're in the same universe. But the game itself is stand-alone, there are no weapons ad you don't even have a health meter.

was as per SnackyOx's comment below, not a pun on Blade Runner. So no, I suppose it isn't.
