are mask made up by paths that is describe by it's vector points thereby allowing for mathematical scaling thus being able to retain shape and quality no matter what the size. Rasterised layers are simply made up of pixels in a bitmapped form (not the .BMP format which is bitmapped) so that when it's scaled up the missing pixels are interpolated (i.e. calculated by the program based up the nearest groups of pixels and look terrible when scaled up too much or scaled down.
