what's the best program to use to do a multiple layered animation that I want finally to be in video form, it has to be able to cope with the scans of hand drawn stuff I'll be injecting into it and also watercoloured stuff.

I've heard Director's pretty difficult to use. But I think you can get great results from multiple input sources, and I know you can export to broadcast-quality video file formats.
