It would appear to be a pest disposal system.

You attach bait to the hook, sound the horn (which sounds like the mating call of the field mouse), and then when it appears turn the handle and the swatter stuns the mouse. The fan blows away any body odour the mouse may have, and the lights enable use at night.
Finally, you can scoop the stunned mouse up and discard it.

Edit : And nice to see Mr. Benn and his brother have jobs in this current shaky financial climate.
