I was visiting a secure hospital and all the cords on electrical appliances were cut down less than 4" to prevent "deliberate accidents". In one of the kitchens the plug was too high off the sideboard and the kettle had to rest on a biscuit tin to reach the plug. Health and safety didn't like this so commissioned a number of these.

Still I'm curious as to why they allowed the kettle but not a cord - the mind boggles.
