I've just realised this is in fact superb marketing.
They announce a 'plan' to charge people.
It gets them loads of free advertising, then they 'bow to public pressure' and ditch the idea...

But the last time I went on holiday I found BA were around £40 cheaper and offered a better service than RyanAir i.e. free luggage handling, free food, free drinks, leather seats, staff that aren't Irish...

No, because train stations don't lock people in.
EDIT: And it's not my reasoning, it's Michael O'Leary's.
He came to one of my gigs a few years back and I asked him why they didn't have payloos.
He said they'd looked into it and couldn't.

They may be the cheapest, until you get to the payment page and suddenly your £76 cheap return flight has turned into £150 or £200.
