It's made in 3dsmax
No plugins, it's just a Pcloud using instanced geometry.
The instance is a renderable spline converted to an editable poly.
The material is a regular Mentalray material with an ambient/occlusion put in the diffuse slot.
Only 55samples, hence the graininess.
