I'm not entirely disagreeing with you, but how is it it's considered okay to say "you need to protect yourself against fucking wankers who refuse to dive responsibly" instead of "stop driving like a fucking wanker who is a fucking wanker driving like a fucking wanker, you fucking wanker."?

Because you're talking about asking people who can't even take responsibility for their own lives to take responsibility for yours.
People aren't perfect, and by protecting yourself against the real cunts out there, you're also better placed if you meet someone who isn't behaving like a complete bellend, but just makes a genuine mistake.

But imagine this was a car meeting a car head on, would the message be "footage released to remind people to wear a seat-belt"? Nope.

That was almost literally what they did and that was almost word for word what they said. At the time there were no video cameras though so they showed the car after the crash. I remember the video of the person in the back seat turning into an elephant and killing their mum who was driving.
Crashes almost always involve a guilty party and an innocent one. If you are the one getting driven into, try to have the best chance you can of surviving an interaction with an utter cunt.
