never heard the expression in Melbourne, though australia does have plenty of regional fault lines of idiomatic expression
"to have a cone" was common, whether it be a bong, or the DIY bucket bong, which never quite caught on in the rest of the world as it did in Australia. I was quite surprised on arrival on England's green and pleasant shores at how popular spliffs still were. they always seemed like a pain in the arse to me, and inefficient to the miserly scientist in me, though I do admire the craft of a nicely rolled one.
