Because legally minimum wages and / or the state's intended social safety net doesn't provide enough funds to do so.
Once you've decided to have a social safety net, it really ought to be up to the job.

I feel you may be asking the wrong question of us
I suspect the real question should be:
"Why do you live in a country where a company can see money intended to feed hungry kids, and thinks 'We can grab well over half of that', and why do you have a government that abets such behaviour?"
