Higher birthrates are beneficial to the economy. Young workers are generally significantly cheaper to employ, and significantly easier to replace if you have plenty of other young individuals competing for that job. Plus, you can give them shitty zero hour/part time contracts which significantly increases your flexibility as an employer.
If you're able to run your business with a largely young, cheap, disposable workforce (which covers just about all customer facing retail/hospitality jobs), then you're quids in as an employer. Which means the HMRC are quids in, too.
That's probably not why the Vatican are concerned about a shortage of children, mind.
