Seriously, why flush if empty? How does this help us identify which are best? I have lived in many parts of the world. Japanese toilets are the shit, British toilets clog now and again but are generally reliable. US toilets are (often), well, crap. I'm not covering the hole in the ground varieties and squat and drop ones that I have endured. They work better than most US toilets though. Oh and US toilets have a higher fill level which means that they splash. France has many adjacent countries if you need to use a public toilet

There's a flat level under your bum, not under the water where the turd sits stinking in the open air until you flush.

A German told me it's meant to allow you to inspect your stool for health issues before it's flushed away.

Particularly horrific if you have the runs after too much wheat beer and sausages

in countries where large numbers of tourists may be used to the squat-over-the-hole types, and think they need to stand on the seat.

Conversely, one of the few times I've seen a Japanese toilet outside Japan was in the Giant Panda Breeding Centre in Chengdu. There were signs on the door advising how to use it in Chinese, Japanese and English, along with the 'do not stand' sign. However, it was all to much information for the poor bastard who was in there before me, who evidently took one look at this monster of technology and decided to have a dump in the waste basket next to it instead.
