As a billing unit it makes perfect sense, for electricity anyway. Gas bills? Probably less so, but it does allow a meaningful comparison between them.
Sure it eventually cancels down to Joules, but that’s not an intuitively understandable unit.

I was very happy when they swapped to kWh for precisely the reason you said - you could directly get a feel for the relative costs, although for heating purposes it can be misleading if you don't account for boiler efficiency etc.
