Truly sad that a charter town like Watford has a poxy sized little market made out of steel containers. A quick walk through neighbouring towns like St Albans and Hemel and the markets are outdoors and thriving. Thornhill will be the death of that town...

those collectors would probably be arrested for chugging and doing a bucket collection at the same time.
Anyone who's spent far too much time studying the Police, Factories etc (Miscellaneous Provisions) Act 1916 would know that one is a charitable activity and the other commercial.
