A UN mandated invasion and forced re-education of the entire population lasting 150 years or so would probably do it, but it seems a tad illiberal. The imperialist option just doesn't seem to work out there though.

Is there no radical feminist Afghan paramilitary group we could arm to the teeth in the meantime?
