He’s not that stupid. It’s just his way of telling us all that he’s untouchable. That he can do what he likes and say any old shit and he’ll get away with it.

That’s my point though. He’s not stuffed.
He can’t be. He’ll get away with it because he’s too useful to the government to be fired. He can say what he likes with zero long term consequences.
