National Conference
National chain of high profile jewellery stores selling a particularly popular type of charm bracelet.

Busiest times of the year usually include the lead up to Christmas, Valentine's Day & Mother's Day.

They decide to have a national conference, dragging in the store manager & assistant managers from every store in the country, to meet with company management for a week long talkfest.

When do they schedule it? The week leading up to Valentine's Day, of course!!

if it's that busy and everyone wants this particular type of tat, surely the grunts in the stores could manage to sell to sheeple around Valentine's...

... yes, any grunt can sell it during the busy periods, but they need all hands on deck to handle the volume.

Also, there are inevitably problem customers that need to be dealt with, special orders, till problems etc etc. For anything "off script", the grunts naturally turn to the boss, as it is above their pay grade
