I think the legal age for fags is 18 now.
That's for the English meaning of "fags" in the UK, for the American meaning of "fags" I understand it has gone down to 16 in the UK -- no idea about the US.

I think so.
I used to suck on the butt of a fag regularly and, after enough sucking, they went down just fine.
