I don't know about 'reg-uh-ler', that might be a regional thing for all I know.
But 'nuclear' is in no way 'nuke-you-ler' and whoever told you this is a flaming moron.

probably all a provincial thing - we have our own ways in the southwest
When I moved up north to Minnesota, I realized I was the only one who could speak properly (don't get me started).

But look at how it's spelled!
It's 'nu' and then 'clear'. CLEAR, not 'kew-lar'. Do you see a U between the C and L?

It is nu-cle-ar
It refers to reactions which occur between one atomic nucleus and another atomic nucleus. A Nu-Cle-Us, is not pronounced Nu-Clus, and consequently reactions pertaining to these are not Nu-Clear reactions, they are Nu-Cle-Er reactions.
