It's not investment, it's "Spending".

Nah,
If your country or city has fuck all in the way of public services, let's say Abu Dhabi in the UAE, and wants to attract and retain western companies and ex-pats who expect a certain level of public services then you are investing. More companies = more people = more cash for their coffers.

Different words have different connotations
Words can be easily manipulated to further political agendas.

Example.

The government invests in X, but the taxpayer subsidises Y.
