how did the phone folks fuck it up so much?
i have cause to call the USA frequently. in the US, you can call any number using 10 digits. That's enough digits to cover 300 million people, all businesses, govt departments, mobiles, etc.
I live in reading. Apparently, to call here from anywhere else you need eleven digits. A whole order of magnitude greater than the numbers used in the US, to cover a population of around 300,000. I know we're told that growth is around the corner, but how much are they expecting?

I think you'll find...
It's 11 digits in the US (plus Canada and some Caribbean countries) including the leading 1, just as it's 11 digits in the UK including the leading zero, and before 1995 we were only using 10 compared to their 11.
