In the case of the telephone call, you are the only object.

When it comes to writing, the implied letter is the main object, and you are the second object.

"I'll write to you" means "I'll write a letter to you".

"I'll phone you" doesn't mean "I'll phone a telephone you".

It's the verbalising of write. Just as it is of telephone.
