what,
it's supposed to make fuel out of water somehow, just with some wires going into a tub of water? And what's that about zero point energy and gravity effects? They seem to throw that in as an added bonus and then say nothing about it.
And they're selling these things? This is a plain scam, no question.

Spot on
But I hadn't noticed them being sold. More like shed-dwellers building their own.
It's a persistant bugger, though. There are other, similar projects out there (mojo cells, blacklight) all claiming to exploit some hitherto unknown weird property of water.
But water is generally weird. possibly the weirdest stuff in the universe.

From the FAQ:
Q. Can I pay by credit card?
A. You can use a credit card through paypal to pay for a cell.
Q. What is the 100% money back guarantee?
A. Return the cell back to us anytime and receive your money back no questions asked.
What's weird about water? Other than that it's less dense in its solid state than in its liquid state. And that it has the second highest specific heat capacity of any known substance, after ammonia. But apart from that, what's weird about it?

Nobody really knew how it froze, not sure if they do yet.
Also it freezes faster from being boiling hot then being at room temperature.
It depends what is already disolved in it as to whether other things will dissolve -- some things disolve better in solutions than they do pure water.
I can't recall the others but there are lots of things which are weird about DHMO.

I meant quicker.

If I could be arsed I'd find a reference from a journal or some such but the Wikipedia article will suffice since you can google more yourself if you don't beleive me.

To be honest I've not thought to look.
It's still damn weird though even if there is another liquid which behaves in a similar manner.

It is possible to contrive the situation, yes.
I'm familiar with the concept, but it only works if the conditions are just right.

Also
when it freezes it solidifies from the outside in. I think im right in saying that everything else does this in reverse. If water didn't do this, there would be no life here.
