Trouble is, a lot of the 'cheap' stuff is a false economy.
My trust recently saved 33% on going to cheaper rubbish bags for clinical waste bins.

Trouble is, the bags are so shit, you need to pub two liners in a bin or risk the cunts splitting with the net result that MORE is now spent on cheaper stuff.

But if every hospital bought all toilet paper for 5 years from one company you could get the posh quieted stuff for the same price as the cheap shit stuff.
