How's the soil?
Trees need a lot of water. If the soil in the centre of the pot is dry, take the tree out, wrap the root ball in a tea towel and put in the sink for a few hours until it's nice and moist.

The soil seems very dry and compact
A small glass of water seems to filter through it fairly quickly without the soil looking damp.

Yeah, it does that.
Do the tea towel trick. Once it's moist again, it'll do a much better job of keeping hold of the water. Once it's dry, you might as well be pouring water over a stone.

It's dry because soil isn't actually all that good at taking in water.
it mostly just runs around the outside and out the bottom.
