it's not things, it's her, she won't obey
no matter what I do, she just won't listen, plus this whole "let's attack people" is even more distressing

That is a shame
And if you can't be with her 24 hours a day to reaffirm your position as pack leader it might be the kindest thing for the dog to give her to a shelter than will be able to home her appropriately.

Yeah, can't do that, it's a shame because when I'm with her on the weekends, when she's out of her cage all day, she's fairly well behaved
but she still goes after people, I just don't know why, people could be petting her and she'll be happy then a switch flips in her and she goes for the attack

It is probably no consolation at the moment.
But if you do give up Echo, you will have more freedom to make the life-changes you want to. Either study or travel as you won't have a direct dependant.

Yeah, I feel selfish thinking it, but it's true.
I watch tv one night a week, about an hour and a half, because she's not allowed in the living room and she barks from the other room.
I never go anywhere or do anything if I can't bring her, because it's not fair to her or right to leave her in her cage.

Then as upsetting as it might be, it sounds like it is the right decision for both of you.
If Echo will be happy and you'll have less to worry about then it sounds like the difficult decision you've made is for the best.
