It had nothing to do with the fact that by extending to the west meant including conservative and lib dem boroughs and not labour ones, thus raising revenue without losing any votes. the North East of the original zone was just as congested but was mainly labour supporting and yet no extention was made...

To be fair I'm not sure of the facts on this; from my point of view it seems very similar
the answer to London's congestion problems isn't charging people nto come in but investing in the public transport infastructure
