It's not good, but unfortunately they're now stuck between a rock and a hard placeI'm of the opinion that tear gas, water cannons and rubber bullets would clear the majority of the rioters pretty damn quickly, run that alongside kettling from riot/armed police, and you could take the sting out of it quickly.
However, if they are too heavy handed, it can work against them, as you say.
