I think one thing this highlights greatly is the fact that the council need to act on things in a timely manor, that if they didn't twiddle their thumbs for 10 years, this problem wouldn't have been nearly as bad as it is.

that they have been pursuing this for the last 10 years, not twiddling their thumbs.

I'm not sure myself, but I very much doubt they've spent the whole time persuing action in a speedy manor,
I've just come up with a fucking wicked idea, that might/might not work in this case, but would still help.... if a contracter is contracted to do building works without planning permission (and checking to make sure it's legit), then they should be forced to cover any deconstruction costs.... or something like that.
