It does actually set a dangerous precedant on planning law
and whether or not it can be enforced. In the UK our law is based on cases, so if a judge says someone is legally allowed to something, anyone else can cite this as a precedent and be allowed to do it too.

They are in the process of changing planning law anyway.
But that seems a reasonable response.

The changes to planning law
are a massive pile of shit waiting to hit an enormous fan, but any changes would take around 3 years to implement and I doubt they would be retrospective and therefore that has nothing to do with this case.
