In the book i'm reading, the ones who didn't go to a prestigious magic school.... the ones who discovered and learnt it via unoffical means....... they tatto a seven sided blue star for every piece of magic they master. It's self regulatory and policing, the system, you have to do it in front of two people of higher rank.
I'm going to believe this is like that, because I like the thought.
